New Development Programme

This new programme is aimed at clerks in maintained schools, Academies and Free schools, (ideally with a minimum of six months experience as a clerk). The programme is delivered over a period of nine months with both face-to-face and online content and aims to:

  • Build individual knowledge against the Department for Education (DfE) Clerking Competency Framework
  • Develop knowledge and understanding of the key elements of effective governance
  • Develop clerking skills by engaging in a number of theories into practice activities
  • Build confidence in providing advice and guidance

Each clerk that enrolls in the programme will receive a 12 month, free-of-charge, subscription to Better Governor, including membership of the online Clerk’s Network, our forum for discussion and debate throughout the programme.

This introductory webinar is essential for all clerks looking to take part in the programme. It includes:

  • Exploration of the structure and content of the programme.
  • Guidance on how to access programme materials, including the programme handbook and diagnostic.
  • The opportunity to ask questions to test your understanding.


(face-to-face) 5th February 2018

This is a facilitated three-hour session held at Babcock 4S Head Office in Leatherhead.

The session will run between 9.30am and 12.30pm. Engaging in both facilitated elements and group discussion and activities, delegates will:

  • gain an understanding of the key elements of effective governance (signposting to sections of the Governance Competency Framework)
  • understand how to participate in the Clerks’ Network (online forum)
  • prepare to undertake research and online activities before attending unit two
  • receive a copy of the programme handbook, Clerks' Diagnostic


March to June 2018

Using the Clerks' area of Better Governor, participants will access and complete a variety of research, learning and theory activities using online materials including podcasts, webinars and workbooks.

All participants are expected to engage in the online Clerks’ Network, where they are encouraged to reflect on their learning, share practice, and ask and respond to questions. The programme facilitator and a small number of experienced clerks will also form part of the network, and there will be designated times when the network is 'live' for facilitated discussions (3 x 1-hour sessions throughout the programme).


4th June 2018

This is a facilitated 3-hour session held at Babcock 4S Head Office in Leatherhead. The session will run between 9.30am and 12.30pm and will comprise of facilitated elements, table discussion and activities. By the end of the session clerks will have:

  • reflected on their individual learning from the online materials
  • participated in a 'relationships and change' workshop
  • clarity on the completion and associated evaluation criteria for the written submission


7th September 2018

By this date Clerks participating in the programme will be expected to have completed and submitted a short, written statement sharing their learning highlights from the programme and describing the impact this has had on their clerking practice and the effective governance of the board. There is an expectation that this will be shared with your Chair and Headteacher who are both asked to contribute to your evaluation.

What does it cost?


Cost £300, with £50 refund on successful completion.


As this is a chargeable programme (i.e. not covered by the Clerks' Training and Development SLA), you will need to obtain the approval of the Chair of the Governing Body/Trust? Board, and the CPD leader in your school or academy before registering for the programme.
